CONTEXT OF THE MISSION: In both humanitarian and development contexts, HI projects aim to focus on the « most vulnerable », including people and groups discriminated against, or those at high risk of discrimination. But trying to identify which people are « the most vulnerable » and why, and designing appropriate project responses can be challenging. HI has identified nine key factors which intersect to understand different people’s experiences, capacities, needs and vulnerabilities. These factors are: disability, age, gender, sexual orientation, socio-economic status, geographical location, ethnic origin, religion, political opinion. Out of these nine factors, HI has prioritised Disability, Gender and Age.

HI is committed to deepen its work on Disability, Gender and Age and in 2019 it launched the Disability, Gender and Age (DGA) Policy and Guidance document across the International Federation.
To this end, HI has also developed a project aiming to strengthen the DGA intersectional approach through participatory development and dissemination of tools, in order to increase the capacity of actors to design and implement interventions for quality prevention, mitigation and response to violence. The Project aims to provide clarity and programmatic guidance for project staff to take an intersectional approach when designing and implementing projects, to make sure they are more responsive to the differing priorities, opportunities and barriers faced by beneficiaries.
Therefore, HI is seeking a Protection Specialist to be in charge of the full implementation of the above-mentioned Project. The recruited person will also support field teams in the development, implementation and quality control of other projects aimed at addressing violence based on disability, gender and age.
DESCRIPTION DE POSTE : Under the direct responsability of the Protection & Risk Reduction Director, and within the Protection and Risk Reduction Division (20 staff), the Protection Specialist will have for main responsabilities:

1/To provide technical guidance throughout the full Project implementation – Lead and contribute to the revision of existing tools and guidance, the design of the conceptual map on intersectionality and the development and finalization of additional tools- Attend and actively contribute to working sessions and workshops with key stakeholders both at international and field level to design and then disseminate the tools.- Responsible for recruiting additional expert in disability, gender and age and GBV to contribute to the tool design
2/To be responsible for the full management, coordination and administration of the Project – Setting in place the inception phase and monitoring process of the project- Coordination between HQ and concerned pilot fields- Organization of working sessions with coordination structures- Managing and supervising the work & inputs of other contributors- Internal & donors reporting
3/To support two pilot countries (Myanmar, Ethiopia) in the development, implementation and quality control of projects aimed at addressing violence based on disability, gender and age. – Provide technical guidance throughout project cycle- Support the development of new project proposals or country strategy on protection against violence based on DGA- Ensure technical support to projects teams when gap of expertise in the field
PROFIL ATTENDU : -you hold a Master’s Degree  in Social Sciences, Gender and/or Disability studies or other relevant degrees
-you have at least five years’ experience  in developing tools for inclusive programming -you have minimum five years of work experience  in disability, gender and age inclusion-you have an extensive experience in delivering training to a large range of audience-you have an extensive experience in project management or implementation of protection interventions as well as actions on GBV and CP, in humanitarian and development contexts-you have good conceptual and theoretical understanding of rights based approach and rights of persons with disabilities, rights of children and women, as well as a good theoretical understanding of issues related to vulnerability with a special focus on disability, gender and age as potential factors of exclusion-you have a sound understanding of protection issues with a special focus on GBV and SGBV issues-you have expertise in designing and implementing capacity building programs for local partners, as well as providing capacity building support and facilitation of workshops at high international level-your are results’ oriented-you have strong multi-tasking and planning skills, excellent networking, interpersonal, and communication skills-you are able to work in a multi-cultural team, with a strong level of autonomy-you speak English fluently, French is a plus
