CONTEXT:

Atlas Logistique is an operational unit of HI, supporting humanitarian actors since 1993. Atlas Logistique (AL) facilitates, optimizes and accelerates the delivery of aid in emergency and chronic humanitarian situations. Our mission is to open the humanitarian space to the most difficult to access populations, and to optimize humanitarian supply chains.

We advocate for an innovative vision of operational logistics, seen not as a support function for operations, but as a vector of humanitarian impact. Operational logistics makes the humanitarian aid system more efficient, more inclusive of isolated populations and more respectful of the environment. It can also contribute to the emergence of market players as levers of resilience and development in fragile countries.  We are constantly rethinking our projects so that they serve this vision and our humanitarian impact mandate.

The global development of Handicap International – Atlas Logistique (HI-AL) is one of the major axes of HI’s 2015-2025 strategy. At the end of 2018, a dedicated division and team was created for this purpose. We extended our Programming from 3 to 8 countries of intervention and doubled our operational volume from 4 to 8 million Euros. The deployment of Atlas Logistique has been accompanied by a restructuring of our operations around four pillars: shared transport and storage platforms, logistics analysis, logistics capacity building and civil engineering. They all contribute to positioning HI-AL as a key player in the humanitarian aid access.

Under the supervision of the Operational direction, you will be a part of the Atlas Logistics direction team.

OBJECTIVES: 

This position will focus on three main areas:

1- Strategic development and fundraising for the SIGNAL project (see below)

2- Development of partnerships and humanitarian advocacy around the SIGNAL project and the issue of impact logistics

3- Fundraising for Atlas Logistique emergency deployments

The SIGNAL project aims at developing analyses and preparedness strategies in the most fragile and at risk countries. It is based on the “logistic vulnerability” concept, where logistic environments are considered as key determinants of vulnerabilities of communities, and of their resilience to crisis. The project aims at collecting secondary data to design logistic vulnerability mappings and collecting detailed logistic environment data in the most logistically vulnerable and hard to reach areas. The project will allow donors, decision makers, aid agencies to design access and supply strategies to reach most isolated communities and ensure aid reponses are inclusive of most isolated communities. It will also provide humanitarian aid agencies with data and recommendations to facilitate their outreach and supply strategies in these hard to reach areas.  This project is an ambitious and visionary approach of impact logistics. It is currently piloted in DRC and Haiti, and soon will be extended to Burkina, Togo, Benin.

MAIN RESPONSIBILITIES:

Your main responsibilities are:

1. The strategic development and fundraising of the SIGNAL project:

You ensure financial continuity of SIGNAL project and fundraising to extend the project to other countries:

  • You participate in donors’ prospection to fund SIGNAL, carry out donor mapping, analysis and recommendation of donors according to strategy
  • You identify donors, networks, partners, NGOs, influential groups in your sector; Identify major opportunities and suggest priorities in terms of fundraising for this project
  • You develop a fundraising plan/strategy for SIGNAL
  • You ensure collaboration and coordination with Programs and Geographic Desks for the fundraising
  • You write new project proposals for the continuity or expansion of SIGNAL project globally and / or contribute to the proposals writing for current project extension – in collaboration with Programs and relevant directions at HQ level
  • You support Programs in project’s modification requests (NCE, budget modification requests, etc.)
  • You participate in donors’ relationship (meeting, communication on the project, etc.)
  • You write reports for the funding agencies (if necessary) and follow up on donors’ deadlines (grants, reporting, audits) in link with the project

You participate in SIGNAL project strategy

  • You support the Atlas Technical Analyst to develop the SIGNAL development strategy
  • You develop tools to facilitate SIGNAL implementation and extension, both at field and HQ levels, in collaboration with the Atlas Technical Analyst,

2. The proper communication on the SIGNAL project and develop partnerships and advocacy

You develop partnerships to reinforce the project at global level

  • You adapt and implement the partnership strategy
  • You identify and develop partnerships and/or alliances with NGOs, Institutions, Research labs, and Companies (UN agencies, national stakeholders…) to ensure the project diffusion, distribution, publications (Relief Web, Log Cluster web site etc.)
  • You contribute to identifying opportunities in terms of innovation or research projects

You develop advocacy on SIGNAL concepts and tools

  • You adapt and develop the advocacy action plan, strategy, tools and methodology on SIGNAL at global level
  • You present the project to any relevant organizations, advocate on SIGNAL concepts and tools
  • You develop a behaviour change strategy for the adoption by HQ and filed humanitarian decisions makers and operators of the SIGNAL key deliverables (logistic vulnerability index, analyses and project recommendations)
  • You support the SIGNAL project managers and monitor behaviour change at field level

You s upport the SIGNAL internal and external communication

3. You design a fundraising strategy for Atlas Logistique emergency capacity 

  • You design a fundraising strategy to secure resources at HQ level for Atlas emergency deployment in acute emergencies: Contingency fund, prepositioning of emergency material, funding of Atlas operations within UNDAC deployment etc. (Atlas Logistique is a partner of UNDAC, the acute emergency coordination unit of OCHA)
  • You identify donors, networks, partners, NGOs, influential groups in his/her sector; Identify major opportunities and suggest priorities in terms of fundraising for this emergency capacity
  • You ensure project design, write project proposals and reports related to the development of this Atlas Logistique emergency capacity

Expériences / Formation

DESIRED PROFILE:

  • You hold a master in humanitarian project management or political sciences
  • You have at least 3 years of professional humanitarian experience in an international NGO
  • You have strong experiences in Grants coordination, proactive fundraising strategies, good knowledge of donors
  • You are able to manage strategic partnerships with international and local actors and have a global vision to guide the organization’s development
  • You demonstrate high diplomatic, negotiation and representation skills
  • You are organized, accountable, confident and results-oriented
  • You have a very good level of French and English (written and spoken)

Salaire

CONDITIONS OF THE POSITION:

  • Type of contract: 12 months fixed terms contract
  • Additional benefits: luncheon vouchers and health insurance
  • Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
  • 5 weeks of annual leave
