CONTEXTE DE TRAVAIL :
The inclusion of vulnerable populations and persons with disabilities is widely accepted as a core component of principled and effective humanitarian action, including in DRR practices and policies among States, international organizations and key institutional donors focusing on DRR programming. Nevertheless, there is a significant gap between rhetoric and reality; the humanitarian system as well as preparedness and mitigation mechanisms addressing disaster risk still do not fully include persons with disabilities. The inaccessibility of risk prevention services for vulnerable populations remains a concern, due to a lack of consultation with CSOs/ OPDs and persistent barriers to access these services, including at the community/communal level. In addition, there are emerging issues that tend to aggravate the situation, such as the disproportionate impacts of climate changes on vulnerable populations, the rapid urbanization, particularly on the coasts (without risk management/considerations), the forced internal and international displacements due to naturals risks of disasters, the collision of conflict and disasters in fragile environments… For all these reasons, the number of climate-related disasters has already increased by almost 30% over the past twenty years, and the regional forecasts of each updated global report of the International Panel on Climate Change (IPCC) confirm an increase of risks for the coming years.
*Over the next 5 years, HI plans to strengthen several DRR/CCA intervention modalities, such as:
– Building local resilience of the most at risk populations (community-based DRR and CCA), including living areas, places, establishments they attend (schools, health facilities, private companies etc.)
– Coaching of the civil protection services and humanitarian actors to deliver inclusive risk management practices; to intervene locally to promote the resilience of most at risk populations
– Promoting the risk sensitivity and shock responsiveness of other sector-related community-based projects (such as livelihood, social protection, rehabilitation, AVR…)
– Addressing the relationship and complex interplay between hazards, vulnerability, exposure and typologies of conflict, thanks to a combined DRR and armed violence reduction approach.
Reporting to the Technical Director, he/she ensures the development and, when relevant, technical support of major opportunities and innovations projects under his/her sectorial scope and ensures the influence of HI’s expertise under his/her sectorial scope. He/she represents HI in high-level fora, conferences and technical working group and represents the interest of HI programmes/projects to relevant donors.
The Policy and Development officer is an expert and strategist who has the ability to influence, represent and build projects, alliances and networks in his/her sectorial scope.
In his/her daily work, he/she ensures high level cooperation with AIR (Advocacy), DFI (Institutional Fundings) and Geographical Divisions as well as solid cooperation with specialists within his/her technical direction and other technical directions.
DESCRIPTION DE POSTE :
1. Responsabilité 1 (task 1) : Business Development
– Identify major opportunities and suggest priorities in terms of business development in his sector
– Develop a business development action plan (including KPI) and a set of offers in his sector
– As an expert, provide strategic technical guidance and ensure the control of the technical quality of a set of strategic projects (partly to feed its missions of representation)
In close relationship with the IF team and DFI :
– Mobilise new financial resources under his/her sectorial scope and strategy
– Carry out donor mapping, analysis and recommendation of donors according to strategy
– Foster the development of relationships with donors and approach new ones
– Produce and steer the conception of major projects (multiple countries, one theme or global thematic projects and innovation projects)
– Market HI’s technical positioning, approaches, know-how and expertise in relevant networks in order to develop consortia agreements with a limited number of major partners
– Identify and develop global partnerships and/or major consortium with NGOs, Institutions and Companies (UN agencies, national stakeholders…) on technical priorities or on important thematic issues.
– Contribute to identifying opportunities in terms of innovation or research projects
– Support the field business development strategies in line with programme director directives
2. Influence
– Represent the technical expertise of HI throughout its network in order to contribute to the exchange of best practices
– Keep abreast HI’s field operations development, technical trends and innovations
– Ensure initial technical support and advice to external stakeholders in line with the global technical frameworks and standards on his sectorial scope
– Develop internal and external technical communication in his/her sector
– Identify donors, networks, partners, NGOs, influential groups in his/her sector
– Influence major networks on practices and stakes of the concerned sector, more specifically influence donor and stakeholder policies, practices and budget priorities in his/her sector
– Contribute to the sectorial watch, the harnessing & the transmission of norms and international standards internally
– Make know to all HI the strategic networks, strategy of influence and new expertise
– Contribute to specific advocacy or communication campaigns
PROFIL ATTENDU :
Education background:
Post graduate or equivalent in the field of disaster risk reduction and management, sociology, social work or related area. Any additional training/certification on disability inclusion is an added value.
Professional experiences:
Minimum five years’ work experience related to the requested technical expertise : Disaster Risk Reduction (including risk analysis and prevention, structural and non-structural mitigation solutions and disaster preparedness) with a strong emphasis on : Inclusive community-based DRR practices ; capacity building of institutional DRR actors & emergency responders, including on disability inclusive DRR/Management practices;
Minimum three years’ work experience related to influence, networking, marketing, advocacy and/or communication
Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts.
Experience leading strategic planning and in program design and proposal development.
Experience in a technical advisory position is a plus.
Ideally, the candidate has a significant experience and/or knowledge related to climate-resilient livelihood.
Any experience or skill related to one of the 4 strategic programming priorities listed above* (2020-2025) would be an asset.
