Context: Under the overall supervision of the Chief of Mission (CoM) in Niger and direct supervision of the Senior Programme and Policy Liaison Officer (SPPLO), and, in close coordination and collaboration with the relevant units at the Regional Office for West and Central Africa in Dakar and Headquarters (HQ), the successful candidate will be responsible and accountable for managing the Humanitarian Emergency Preparedness and Response portfolio for IOM Niger Country Office, as well as for contribution to the national coordination of the Shelter and Non Food Items (NFI) Working Group in co-leading capacity with the Government of Niger.
Core Functions / Responsibilities: 1. Manage the Humanitarian Emergency Preparedness and Response project’s implementation in a timely manner, overseeing its financial, administrative and technical aspects, in line with policies and procedures, as well as donor requirements.2. Monitor and evaluate the Humanitarian Emergency Preparedness and Response project’s progress, specifically aimed at increasing effectiveness and recommending appropriate action.3. Supervise the staff assigned to the Humanitarian Emergency Preparedness and Response project, including consultants, monitor and coordinate the activities of Implementing Partners and service providers recruited to support and/or undertake specific project activities.4. Establish and maintain liaison and strong working relations with Government entities, UN agencies and other Implementing Partners and stakeholders, including donors.5. Undertake analysis and prepare regular progress and other reports, ensure proper information exchange on all operational aspects of the project between IOM, donor and other Implementing Partners and stakeholders.6. Identify and manage the implementation of the complementary activities to enhance the impact of IOM’s Humanitarian Emergency Preparedness and Response interventions.Contribute and provide substantive support towards the identification of the new project opportunities in the country in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.7. Participate at the relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities on Humanitarian Emergency Preparedness and Response.8. Undertake regular site visits and provide liaison, guidance and coordination as required.9. Contribute to the coordination of IOM shelter operations, as required, without prejudicing the need for perceived neutrality as Shelter and NFI working group co-lead.10. Establish and maintain liaison and cooperative relationships/ partnerships with a) key humanitarian organizations for the Shelter Cluster including Rapid Response Mechanism (RRM) b) other key partners, including national authorities c) OCHA and relevant Clusters, particularly Health, WASH, Protection, and Early Recovery Clusters.11. Contribute to the planning and strategy development activities by: a) developing preparedness and response strategies and action plans for Shelter and NFI Working Group and ensure that these are adequately reflected in overall UN country strategies;b) prepare and share the lessons learned from past activities and revise strategies and action plans accordingly in the light of these and needs as they evolve, initiate preparatory work and a strategy for the recovery phase and the handover to national and local authorities as soon as appropriate.12. Promote advocacy and resource mobilization by: a) representing IOM in the Shelter sector discussions with the Humanitarian Coordinator on prioritization, resource mobilization and advocacy;b) identifying common strategies for communicating with public, media, and policy makers, including for the marketing and advocacy of appeals to donors;c) identifying core advocacy concerns, including resource requirements, contributing to the communication of the key messages to broader advocacy initiatives of the HumanitarianCoordinator and other actors; and,d) establishing mechanisms for accountable financial resource allocation at cluster level for projects funded through the cluster lead.13. Develop and coordinate the implementation of a common strategy within the Shelter Cluster for capacity building and training of national authorities and civil society and humanitarian partners.14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education • Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience.
Experience • Experience in project management, including managing Humanitarian Response projects in an Emergency context with a Government or UN agency, or in the Regional or international organization;• Experience of implementing similar projects in Sub-Saharan countries is preferred;• Experience in development and implementation of capacity-building activities;• Experience in working directly with beneficiaries;• Experience in working at IOM and/or other UN agencies is an advantage;• Experience in project management with financial and supervisory oversight; and,• Experience in UN coordination mechanisms.
Skills • Proven ability to establish and maintain effective working relations with relevant Government counterparts, international organizations and private sector entities;• Excellent leadership, coordination, and information management skills;• Detailed knowledge of the UN System, and NGO humanitarian community;• Knowledge of shelter-related technical guidelines and standards;• Understanding of cluster related information management tools and systems;• Good knowledge of human and financial resources management;• In depth conceptualization, analytical and writing skills;• In depth communication, organizational and interpersonal relationship skills;• Ability to meet deadlines and work under pressure with minimum supervision; and,• Ability to establish and maintain partnerships with development partners, governmentcounterparts, UN agencies, local authorities and other relevant stakeholders.
