HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in more than 55 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.
INFORMATION ON THE CONTEXT OF THE MISSION
A peace agreement signed on 12 September 2018 between President Salva Kiir and opposition leaders headed by Riek Machar has reduced the likelihood of renewed intense civil war combat. However, with other militia leaders such as Thomas Cirillo excluded from the peace deal, and several instances of armed groups breaking the permanent ceasefire agreement, low-level endemic conflict is likely to continue. In the event that a transitional government formed as scheduled in February 2020, each member of the government’s executive would have a security detail made up of their own fighters. The proximity of rival militias in the capital would increase the chances of a low-likelihood, high-impact scenario of renewed widespread civil war combat. If fighting broke out, it would likely begin in Juba and last for several days before spreading countrywide, particularly to the northern, oil-producing regions. Sudan’s reliance on South Sudanese oil exports and the likely international condemnation of any Sudanese attack against South Sudan greatly reduce the likelihood of interstate conflict between the two countries.
Despite reduced fighting during that period, the humanitarian case load remains high. Across South Sudan, about two thirds of the country’s population remain in need of humanitarian assistance or protection in 2020. This illustrates the multi-faceted nature of the causes of the protracted humanitarian needs in the country. The underlying factors include years of conflict, displacement and lack of investment in basic services, lost food production, destroyed livelihoods, sexual violence and children losing their education.
DESCRIPTION OF THE MISSION/PROJECT
HI has been operating in South Sudan since 2006, implementing humanitarian and development actions aimed at promoting the rights, safety and quality of life of vulnerable populations, particularly persons with disabilities, mental health problems and functional limitations across the country. HIs current portfolio adopts an integrated and multi-sectoral approach which includes interventions centred on MHPSS, Protection, Functional Rehabilitation and livelihoods with disability inclusion a cross-cutting theme across all programmes. In 2020, HI will continue to implement interventions in these areas, whilst transitioning to post-emergency and recovery programming.
At present the total mission portfolio is approximatively 5 million euros. The main donors of the mission are DFID, ECHO, UNHCR, SSHF, Luxembourg Ministry of Foreign Affairs, French Ministry of Foreign Affairs/CDC. The mission currently employs 15 international and 106 national staff, working from the coordination office in Juba, field offices in Yei, Torit, Yambio and a mobile response team covering multiple locations across the country. HI is intending to expand to former Unity State to address the humanitarian needs of the population in the coming year.
DESCRIPTION DE POSTE :
Under the responsibility of the Program Director, and with the support of the HQ specialist in Inclusive Humanitarian action the Technical Specialist inclusive humanitarian action contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, in his respective sector of intervention, through a coordination system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a technical management (responsibility of ensuring quality control in his area of exertise, coordination with other HI and partners colleagues to implement strategy in his sector/area of intervention across all HI work) and successful functioning of the global organization, through paradigm changes.
1.1 Contributes to the national strategies in line with the global strategies: provides sectorial technical inputs on inclusive humanitarian action across HI country strategy of the Programme under his his sectorial scope, in line with the HI’s global strategy on the sector and ensure relevant follow up
1.2 Ensure technical support to rehabilitation projects in line with the organisational and global technical frameworks and standards on his sectorial scope
a) Provide adequate technical guidance and support to Operational and Technical teams, including Operational coordinator, Technical Specialists, Project Managers/Officers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches, inscribed in the organisations policies such as DGA ( disability gender and age) policy, PSEAH (prevention against sexual exploitation and abuse) and child protection policy.
1.3 Ensure adequate support to sector and multi-sector responses within projects, in line with the other Specialists and the MEAL team (especially protection specialist, MH/PSS Specialist , Rehab Specialist, and MEAL team) :
a) Ensure technical support on Disability, age and Gender mainstreaming, based on your expertise
b) Ensure mainstreaming efforts on protection, in particular GBV and child protection are inclusive of all without any forms of discrimination on the basis of disability, gender and age (feedback and complain mechanisms; information dissemination, training of staff)
c) Develop tools, methods and approaches to ensure HI project interventions related to enhancing meaningful access and participation to services in collaboration with protection specialist, (Mapping of services, identification, evaluation and referrals of individuals at risk of non-access to humanitarian assistance
d) Ensure collection of data on persons with disabilities to enhance HI’s inclusive programming
e) Ensure a local sectorial watch, best practice capture on his sectorial scope
f) Contribute to recruitment of staff working on inclusive humanitarian action and briefing of MH-PSS, Protection, Rehabilitation and other relevant staff and briefing when relevant, as well enhancing inclusive recruitment processes
1.4 Ensure technical learning from projects; Contribute to projects’ capitalization and ensure technical learning from projects in the rehabilitation scope
1.5 Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programme under his scope
a) Ensure regular technical quality control of projects and issue warnings and recommendations
b) Monitor the implementation of audit recommendations, if applicable, in his sectorial scope
c) Develop tools, resources and training materials as required to ensure the capacity of project staff to deliver high quality actions in collaboration with HQ specialist on inclusive humanitarian action
1.6 Ensure compliance of the technical proposition with nexus stakes
The Specialist assumes a coaching of the ‘emergency-focus’ Inclusion team, to lead them towards long-term perspectives.
1.7 Contributes to the development of research and innovation projects in the region when relevant, in his sectorial scope
a) Suggest and steer technical innovation projects
b) Identify the priorities of Research and Studies and steer R&S
1.8 Contribute to the Technical Divisions professional channel animation
a) Contribute to the initiatives related to the professional channels under his sectorial scope coming from the Technical Divisions (community of practice…)
b) Establish tools and approaches for capacity development of HI staff and partners on inclusive humanitarian action
c) Animate a local talent pool in his sectorial scope and across the HI programs (carry out technical interviews of candidates and produce recommendations, identify the needs regarding trainings)
Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope
a) Represent the technical expertise of HI throughout the local relevant networks and towards donors
b) Contribute to advocacy on specific themes in line with the global advocacy priorities together with partners
c) Contribute to communication messages locally in line with the global communication priorities together with partners
d) Mobilize and strengthen persons with disabilities and representative organisations to ensure meaningful participation when influencing

PROFIL ATTENDU :
– Degree or higher in human rights, disability rights and studies, international humanitarian law, cooperation, or international development
– The different skillsets on promoting non-discrimination, inclusion, disability-inclusion, mainstreaming of protection, disability, age and gender in humanitarian action through an intersectional lenses
– Knowledge of concepts, principles and key considerations related to disability inclusion in humanitarian standards
– Knowledge on International human rights frameworks related to inclusive humanitarian action
– Frameworks and mechanisms of international development cooperation and humanitarian assistance
Know how (practice)
– Critically analyze contexts, trends and vulnerabilities related to discrimination and violence with a DGA lens (disability gender and age).
– Put in practice disability, gender and age mainstreaming principles
– Integrate disability inclusion in policies, programs and services of HI key sectors (especially health, livelihood, rehabilitation and education).
– Coordinates with government, local and international NGOs, UN agencies and other stakeholders to ensure holistic and inclusive support for persons with disabilities
– Experience working with persons with disabilities and representative organisations
– Previsious experience promoting inclusive programming, MEAL and in particular data on persons with disabilities
– Experience in designing and delivering capcity development and technical advise on inclusive humanitarian action, in particular inclusive protection, health and education
– Supervise and coach remote teams.
