MSF-OCA  recruits 01 Senior Advisor – Operational programming

As of 1 December, we are looking for a:

Senior operations advisor (100%)


This is a new and very welcome function in the MSF-OCA Operations Department. It is a unique opportunity to contribute to improved medical-humanitarian operations by linking information from our projects to our strategic decision making. You contribute directly to the key of our operations, by facilitating with foresight.
The role supports regular programmes, emergencies and advocacy.



You ensure consistent and effective improvement of humanitarian operations through systematic learning in our medical-humanitarian operations, instilling procedural ethics for decision-making, field focussed planning/processes. You focus on quality, accountability and impact by:

  • Facilitating the budget cycle
  • Creating and maintaining management information
  • Quality improvement
  • Supporting  the operations department projects and processes



You facilitate decision making for the annual operational budget, which is around 250 M to ensure predictability and flexibility for emergencies.
You are responsible for efficient and effective project proposal validation and accountability processes that contribute to quality within Operations.
Quality improvement

The department aims for coherent processes and strategies. You are in the lead when it comes to the quality of the following processes: country strategies (currently 27), annual plans for operations and emergency support, humanitarian affairs and operational communication. This also includes monitoring, evaluation, learning and reporting.
You make use of the information management systems, which are SharePoint, Microsoft Dynamics and Power BI and make sure they are fit for purpose for the decision makers at head office and the field.
You initiate and monitor audits and evaluations or programmes/themes and you centralise existing recommendations. You make sure there is a clear overview of implementation and compliance.
You are accountable and responsible for the timely review of all operational policies and guidelines.

Management information

You analyse and visualise appropriate data to facilitate a track record of main trends in operational response. Your support decision making with real time and evidence based data while keeping track of alignment with the strategic and functional plan. You also cooperate with the other departments in the shared effort to develop practical methods to ‘measure’ programme relevance and appropriateness within medical-ethical frameworks. You ensure the use and review of operational data and you initiate learning where appropriate.

Projects and processes

You develop and drive quality and accountability. You support the director of operations in the delivery of thematic files, presentations and accountability reports for various platforms. You ensure project proposal validation and accountability processes are efficient, effective and contribute to quality within Operations. You provide operational input for fundraising purposes when requested by a partner section. You also contribute to the development of approaches and systems for ‘accountability to affected populations’.
Line management

You line manage the operations assistant and you replace the deputy director of operations during his/her absence on implementation tasks (with the potential exception of security management).
You are flexible and able to step in as head of mission or project coordinator once a year for a period of 4-6 weeks in critical missions, excluding emergencies.
Your profile

You have significant experience in monitoring, evaluation, learning and accountability (MEAL) and you have a deep operational understanding as well through several years of experience implementing humanitarian programmes/operations at a senior level in country as well as on a regional level (or desk level).

You have proven experience developing and implementing organisational improvement and change.  You have the ability to create coalitions and collaborations across multiple stakeholders and you are well able to instil knowledge into good practice.

You have excellent problem analysis and – solving skills and are a good communicator (both written and verbal, in the English language and ideally other languages as well). You are results oriented and you enable others to plan. You are naturally inclusive. You are flexible and thorough in your work methods and are able to manage multiple competing process and deadlines simultaneously.

A Dutch employment contract  from 1 December 2020 , based on 40 hours per week. The contract is for 3 years with renewal option. The rest of the team is based in Amsterdam London and Berlin but we are open for other suggestions for work stations as well.

A gross monthly salary in scale 8 of a minimum of € 3,860 and a maximum of € 5,510 for a full-time appointment based on relevant work experience;

Other benefits include 30 holidays and a premium free pension.
