OVERVIEW OF THE FUNCTIONS OF THE POST   The position is located in the Bureau of Digital Business Solutions in the Sector of Administration and Management .
Digital technologies play a key role in the fulfilment of UNESCO’s mandate and the delivery of its programme. To support and enable the strategic transformation agenda, new digital technologies are being implemented across the Organization. The Bureau of Digital Business Solutions (DBS) plays a key role in this implementation. DBS serves as the Secretariat for the Organization’s digital transformation governance, facilitating the development and evolution of the One-UNESCO Digital Strategy.
As a key partner in the implementation of this strategy, the Bureau’s work includes the design and deployment of coherent and integrated corporate solutions to support the delivery of UNESCO’s programmatic outputs, while ensuring that all digital/IT services remain functional and operational at all times, and information management, digital/IT risk mitigation and cybersecurity measures are in place.
The objectives and outputs of the Bureau are highly service oriented, requiring business engagement, customer focus and innovative digital solutions. New ways of working are needed that provide both effectiveness and efficiency in solution delivery, built on best in class principles of user experience design and digital/IT architectures.
Located in the Office of the Director DBS/CITO and under the direct supervision of the Chief Information and Technology Officer (CITO), the Digital Governance Officer contributes to the delivery of the Bureau’s outputs and digital transformation as a whole, and is responsible for the smooth functioning of the Organization’s digital governance framework. The function will operate the secretariat function for the strategic, management and operational tiers of the governance, including all related communications and stakeholder relationships.
The key responsibilities of the role are as follows: Act as primary liaison between the 3 Tiers of digital governance and internally plan and coordinate the governance programme. Advise the CITO on progress, challenges or requirements.
Follow up on the development and maintenance of reliable and flexible digital business systems, processes and technology support services to facilitate the fulfilment of DBS’ commitments.Track the Bureau’s obligations across various digital governance Tiers.Strategically engage, communicate and follow up with key internal and external stakeholders and business users. Substantively participate in meetings, conferences and seminars.Build and maintain constructive working relationships within the Bureau and across the Organization, including with staff, Member State representatives (where needed), senior managers, external partners and advisors and other stakeholders to progress and support the functions and projects of the Bureau.Provide advice and expertise on digital governance and other related issues and frameworks.Promote and manage key/strategic business relationships.Prepare and present a range of written material, preferably in multiple languages, for a wide audience including reports, correspondence, GB papers, briefings, instructions, guidelines, speeches, compliance and enforcement submissions and other documentation. REQUIRED QUALIFICATIONS   Education Advanced university degree (Master’s degree or equivalent)  in business administration and/or social sciences, or a related field.
A first-level university degree  in business administration and/or social sciences, or a related field, in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.  Work Experience
Minimum of four (4) years years of progressively responsible  and relevant professional experience in an IT governance and/or related role, of which preferably two (2) years acquired at international level.
Experience in developing and/or implementing digital technology plans, policies and procedures, as well as coordinating and executing governance projects that meet the objectives of excellence in a business environment.Extensive experience managing key internal and external stakeholders with the ability to influence decisions in delegated situations and achieve desired outcomes.Extensive experience working in a client facing role.
Skills & Competencies Excellent written and oral communication skills, and ability to speak and present effectively, concisely and persuasively.

Good knowledge and understanding of managing IT for business.
Familiarity with the work and general functioning of international organizations and/or the United Nations system.
Languages Good knowledge of French (oral and written).
